Abstract

General Objective: Update the political definition of the public problem of people aging, to cover a first stage of the design of viable public policies aimed at mitigating its main CAUSES.

Specific objectives:
1.Analyze the problem of aging according to the 4 steps proposed by Julio FRANCO (2020) in chapter 
2.Analyze how the problem of aging has been addressed so far in Public, Political and Government Agendas.
3.Identify and differentiate a Public Agenda that is addressing the problem of aging in a disruptive way, and its still very exceptional transfers to Political and/or Government Agendas.

Hypothesis:
Until now the different Agendas have addressed the problem to mitigate its EFFECTS. A different Public Agenda has emerged that addresses the problem to mitigate its CAUSES.

Biography

Enrique Segarra began his studies in Management and Public Administration at the end of the 20th century at the UJI of Castellón, and in parallel he followed a career as an official in Local Administrations of the same province, for which he was awarded the Cross of Police Merit for more 25 years of excellent professional career. After retiring due to a sudden disability, he became more aware of the negative effects of aging and the agendas that are addressing it in a disruptive way, deciding to complete his Political Science studies at UNIR to analyze and update the political definition of aging within the logical framework. which is used in the Design of Public Policies.
